No internet – enter a SIM PIN2 to unlock the mobile broadband device

My HP laptop had some internet connectivity issues. When I ran the Windows 10 Network Diagnostics, it sugested my SIM card is locked for some reason. Thats not the case though. The problem was caused by the Npcap Loopback Adapter, which you can see in the picture. Its a part of Wireshark installation.
